Here’s the full text of the release: BELOIT POLICE OFFICERS VOTE ‘NO CONFIDENCE’ IN CHIEF JACOBS DEPUTY CHIEF DUNKIN Officers think Interim Chief Zibolski off to a great start (BELOIT, Wis.) – Citing an “alarming” state of morale and an environment that has discouraged proactive policing to deal with Beloit’s violent crime, the patrol officers of the Beloit Police Department have overwhelmingly approved a vote of no confidence in Chief Norm Jacobs and Deputy Chief Tom Dunkin. Both men were recently placed on leave after a consulting firm’s study of the department revealed serious issues related to their leadership. The city has installed David Zibolski, a deputy administrator with the Wisconsin Department of Justice, to act as the interim police chief while the matter is independently investigated.
